Anyone has solution for wheels, catalytic converter theft, and window smash?

All of our dealerships sell "Smash and Grab", which is a film applied to the inside of all windows except the windscreen / windshield as it contains a similar layer of plastic laminate between glass layers. The film is offered in different tints to hide valuables inside from sight by opportunists. Going too dark is not legal here.
The purpose of the film is mainly to prevent traffic light thieves with a screwdriver willing to smash a window to grab, say a cellphone off a seat.
