Yes. It's normal operation I believe. My 2014 Jetta had the same function.
Windshield Wipe (WW) - Neat Trick
Anyone else notice (the manual makes no mention of it) that if your WW is on LO and you come to a stop (like a red light or park with engine running) that you WW will go into Intermittent mode (Wipe, Pause, Wipe) and resume normal LO mode once you start driving again?
