Wheel well liner dislodged after driving through minor standing water

Wondering if this has happened to anyone else. I encountered a small puddle of standing water on the interstate during a heavy thunderstorm while driving at about 45mph, no more than an inch or two deep. Nothing major, especially for an urban thunderstorm. I’ve encountered far worse many times in previous vehicles.

This incident mangled my driver's side wheel well (fender) liner, popping off the lower rear securing point, ripping the hole at that attachment and folding the whole corner of the liner back underneath itself to the point that it was rubbing on the tire. I had to immediately stop and pull out the folded-under part of the liner so it would stop contacting the wheel. After arriving home, I used a large fender washer to reattach the torn lower rear corner. I put the car up on ramps to inspect the rest of the wheel well area, and everything else appears to be normal. After all of this, there is still an abnormal wind noise coming from the wheel well like something is still off. No other symptoms.

Per that video, the Corolla liner looks very similar to the Cross'. It doesn't go the full width of the wheel well, which gives a good high-pressure jet of water a way to grab it and fold it inward.

That's disappointing. Cost cutting and skinching like this isn't going to help long-term durability :-(
